About ASKIT

ASKIT, the Aviation Storekeeper Information Tracking system, is designed to reduce the amount of time required to accomplish day-to-day tasks in the areas of material requisitioning, requisition tracking, follow-up, and financial data processing and management for Aviation Supply Officers and Aviation Storekeepers, both Navy and Marines: Navy Logistics Support (LS) rating and Marine Supply Accounting. ASKIT automates the Aviation Storekeeper functions as prescribed by the Chief of Naval Operations (CNO), Naval Supply Officer (NSO) P-3013-2, and other Operational Target (OPTAR) Functional Category (OFC) funding-related instructions set forth by Commander, Naval Air Forces Pacific (CNAP) and Commander, Naval Air Forces Atlantic (CNAL).  The system supports reporting requirements for other OFCs set forth by Commander, Naval Air Forces (CNAF). It is important to note that ASKIT feeds one third of the data to the Aviation Cost Evaluation System (ACES) web application.

Supply and accounting managers utilize ASKIT in all of the following aspects:

  • Material requisitioning from commercial vendors using a unit credit card
  • Material requisitioning from Naval Supply using Defense Department (DD) Form 1348
  • Material shipment tracking
  • Material receipt and distribution
  • Labor expenditures
  • Transmitting requisition obligations to DFAS (Defense Finance and Accounting Service)
  • Recording aircraft fuel purchases from Enterprise Business System (EBS), a DOD mandated fuels purchase system currently being implemented worldwide
  • Recording individual aircraft fuel purchases from aircraft pilots purchased at non EBS activities
  • Submitting the Budget OPTAR Report (BOR), which is the basis for official CNAP and CNAL accounting and management reports and for the CNO Flying Hour Cost Report's inclusion of aviation flying hours by Type Equipment Code (TEC), contingency hours, gallons execution and FYTD obligations
  • Receiving and verifying the Summary Filled Order/Expenditure Difference Listing (SFOEDL), which is the monthly obligation/expenditure reconciliation report produced by DFAS

ACES is the overall system name to ASKIT and ACES.

ASKIT is a program in use by all Navy and Marine Aviation units to report fuel and squadron maintenance funds, flight hours, gallons expenditures, and aircraft count. ASKIT is used for creating the Budget OPTAR Report (BOR) for the COMNAVAIRPAC and COMNAVAIRLANT Operations and Maintenance, Navy (OMN) funds. ASKIT reports obligation data, hours flown, and fuel gallons consumed for Naval Aviation units, which includes all units currently under MARFORPAC and MARFORCOM.

ASKIT is designed to assist the Logistics Specialists (LS) and Aviation Supply Marines as well as the Supply Officers in the areas of material requisitioning, requisition tracking, follow-up, and financial data processing and management by reducing the amount of time required to accomplish day to day tasks. ASKIT automates the Logistics Specialists functions as prescribed by the Assistant Secretary of the Navy (Financial Management and Comptroller) Financial Management Policy Manual NAVSO P-1000 and other OPTAR Functional Category (OFC) funding related instruction set forth by Commander, Naval Air Forces (COMNAVAIRFOR). ASKIT provides the Type Commander Comptrollers the ability to monitor obligations and ensure that a violation does not occur in the fleet. ASKIT is the only mechanized system for our operational Naval Aviation forces to manage their funds.

ASKIT generates the monthly BOR which provides number of aircraft, monthly and FYTD hours flown, fuel obligation values, flight administrative funds obligation values, type of aviation fuel consumed, gallons consumed by fuel type, reimbursable hours flown, contingency hours flown, and any other data deemed necessary for import into Aviation Cost Evaluation System to generate the monthly Official Flying Hour Cost Report (FHCR). The Official FHCR is sent to OPNAV N83, FHP Resource Sponsor, for inclusion in their Flying Hour Projection System (FHPS) to build the out-year budget for the FHP. It is important to understand the link between the data in ASKIT and how it feeds ACES. COMNAVAIRPAC/COMNAVAIRLANT could not manage their collective $7B FHP without ASKIT.
